
In just over 5 months, Toastmasters clubs in Eastern Africa and in the Indian Ocean Islands off the coast of East Africa will merge into a new Toastmasters District. To be sure, exciting times lie ahead as a Transition Team of Past District Leaders works together with a mandate from the Toastmasters International Board to lay the foundations for a vibrant, more culturally diverse, and expansive new District 114!
We imagine a new district that innovates collaboratively, strives for excellence as a matter of course, and plans for growth of the individual member, clubs and the district as a whole. To arrive at this desired future, we need new leaders with fresh ideas, who relish lifting others up, and who view this imagined future as a life-changing opportunity. You have the chance to set the vision and achieve success for thousands of members and over 100 Clubs.
Pursuant to the District Realignment process initiated by the Toastmasters International Board of Directors, effective 1st July 2026, District 114 – as it is currently constituted – and the island countries in District 129 will become one (1) District: the new District 114.
Wherefore, the District Leadership Committee (DLC) Chairperson is now inviting candidate nominations and declarations for the 2026-2027 term for the following District Leadership Roles in the new District 114:
- District Director
- Program Quality Director
- Club Growth Director
- Division Director*
*Divisions as follows:
- Division A: Kenya (Nairobi)
- Division B: Kenya (Nairobi, Central, West, Coast)
- Division C: Uganda, Burundi and Rwanda
- Division D: Ethiopia, Tanzania and Online Clubs
- Division F: Madagascar and Mauritius

Please note that there may be alignment changes subject to approval by the District Council at its meeting to be held on Saturday 25 April 2026. If you are interested in serving as a Division Director, please indicate your interest in one of the existing Divisions, not
ing that geographic configurations may change following Council approval.
Where new Division(s) are approved by the District Council, candidates who have completed the DLC interview process for any Division may be eligible to stand as floor candidates for such newly approved Division(s), subject to meeting all eligibility requirements.
Candidates will be advised accordingly.
Duties for Each District Role
The duties for each role are defined in Article VIII of the District Administrative Bylaws.
Who Can Declare their Candidacy?
Nominations and Declarations are invited for/from qualified candidates who are members in good standing of a Toastmasters club in good standing. Specific candidate qualifications for each role are provided in Article VII(d) of the District Administrative Bylaws.

How to Declare Your Candidacy
You may nominate yourself, and/or someone else, and/or more than 1 person.
To self-nominate, one must complete and submit the following with the email subject line, “Candidate Declaration: Insert Your Name”:
- District Leader Nominating Form
- Candidate Application
- District Leader Biographical Information
- District Leader Agreement and Release Statement
- A high-resolution photograph
To nominate a member other than oneself, one must complete and submit the following with the email subject line, “Candidate Nomination: Insert Name of Candidate”:
- District Leader Nominating Form first; and
- If the member consents, they must submit the remaining 3 documents and a high-resolution photograph before the deadline.
Without exception, all four (4) documents and the high-resolution photograph must be sent via email with the correct email subject line to district114dlc@gmail.com by 11:59 p.m. East African Time (GMT+3) on 22 February 2026. Incomplete and incorrect applications will not be considered.
Campaigns
District Candidates and their supporters are assumed to be fully conversant, and are required to comply, with:

Please note that the District Transition Committee Chair will provide contact information to declared candidates only after receiving their Officer Agreement and Release Statement. District candidates may only send two (2) campaign communications to members of the District Transition Council:
- The first communication may be sent between January 1 and two (2) weeks prior to the Annual Meeting of the District Council, or not later than 11th April.
- The second communication may be sent two (2) weeks prior to and no later than the date of the Annual Meeting of the District Council, or between 11th and 25th April.

For districts undergoing realignment, the Toastmasters International Board of Directors has waived the timelines provided in Article XI of the District Administrative Bylaws and the Protocol 9.0(1) Schedule. Please see the timelines for the District 114 DLC process below:.

| 28 March | DLC report and Biographical forms are emailed to relevant members of the District Council and posted on the District 114 and 129 websites. |

| 18 April | Eligible floor candidates must declare their intent to run in writing to the District Transition Committee Chair. Send email with subject line “Intent to Run” to district114dlc@gmail.com by 11:59 p.m. East African Time (GMT+3). |
| 25 April | Deadline for second campaign communication |
| All candidates attend the District Council Meeting chaired by the District Transition Committee Chair. Candidates may deliver a 2-minute speech to motivate reasons for their election. |
